Community Development Specialist (Country Program Coordinator)

The Water and Sanitation Program (WSP) is an international partnership to help poor people gain sustained access to improved water and sanitation. WSP is managed and administered by World Bank and works at country, regional and international levels to build capacity, reform policies, strengthen institutions and develop human resources. WSP supports sustainable investments, learns what works and why, and disseminates lessons learned within countries and internationally.
WSP-EAP is seeking an experienced qualified candidate to support strategic coordination of various WSP Indonesia project teams and activities, and to support or lead the implementation of specific projects/activities of the WSP Indonesia program. The Community Development Specialist (Country Program Coordinator) will be based at the WSP office in Jakarta, Indonesia. Tasks will include:
- Operational support to WSP Indonesia's Country Office on internal coordination, including providing community development expert inputs to ongoing activities, with focus on Indonesia; preparing operational deliverables; coordinating the development, implementation and reporting on WSP Indonesia country strategy and annual business plans; providing inputs to country strategy , portfolio reviews, and sector coordination: reporting at portfolio level: developing strategic sectoral cross-support to the World Bank Office in Indonesia; developing new funding proposals; and participation in World Bank project supervision, preparation and appraisal missions;
- Project management and implementation, including developing, managing and coordinating selected WSP projects in Indonesia; producing concept notes, projects sheets, terms of reference and budgets; administering the implementation, including procurement; supervising and monitoring implementation of activities; and coordinating with individual task team leaders and the regional resource management officer to ensure that work is proceeding in a timely manner and on budget.;

All candidates are required to have:
a) A Masters or higher level degree in social sciences, development, finance, economics, engineering or other relevant discipline;
b) Minimum of 5 years of relevant professional experience in the management and implementation of environmental health, water supply, sanitation, and/or hygiene projects in Indonesia, with activities at national, local and community levels; Experience in coordinating and supporting development, implementation, management and monitoring of country programs/projects in Indonesia; familiarity with the WSP and World Bank systems is highly desirable;
c) Commitment to participatory, process-based approaches to build the understanding and ownership of partners in project planning, implementation, and outcomes, with demonstrable experience
d) A good current working knowledge of the Indonesian government and sector frameworks; a) Strong analytical skills, methodological rigor and problem-solving ability;
f) Good communication and writing skills, in Indonesian and English;
g) High level of self motivation as well as outstanding initiative and the capacity to work independently;
h) Excellent interpersonal skills, including ability to work in an inter-disciplinary, team-oriented environment as a team leader as well as a team member; and
i) Ability to work with partners, senior government officials and representatives of international agencies as well as at the community level.

The selected candidate will be offered a co-terminous position for two years, with a possible extension if performance is satisfactory and funds are available, and placed at an appropriate grade level.
